In April this year, the municipal government issued the "2014 Nantong City Printing and Dyeing Industry Pollution Special Remediation Work Program" and launched the city's printing and dyeing industry pollution special rectification action. As the main city, Chongchuan has become a key area for this special rectification operation, and has formulated a special remediation program for the printing and dyeing industry.

Last week, the Chongchuan District Environmental Protection Bureau dispatched two special inspection teams to conduct surprise inspections on the first batch of 10 printing and dyeing companies, and sampled and analyzed the total discharge wastewater of each enterprise. During the inspection, it was found that there was acidification in the water treatment facilities of the Chongchuan Dongfang Finishing Plant. The submerged agitators were not used to replace the aerators, and there was no post-materialization treatment. Nantong Shanyi Textile Co., Ltd. adjusted the aeration of the water pollution treatment facilities. Stirring, the hydrolysis and acidification tank section, the air floatation tank, and the sludge filter press are not operating, and the monitoring report is falsified. For the above environmental violations, the Chongchuan District Environmental Protection Bureau conducted an investigation and evidence collection and formally opened an investigation.

“Environmental administrative penalties generally require procedures such as filing a case, investigating and obtaining evidence, proposing penalties, and reviewing the legal system.” Zhang Xiang, deputy chief of the Chongchuan District Environmental Monitoring Brigade, said that the pollution of the two companies is clear at the moment. It is understood that this special rectification operation in Chongchuan District will focus on the strict implementation of environmental assessments for construction projects and the “three simultaneous” system, resolutely bans “small printing and dyeing,” and eliminates outdated production capacity; Management of licenses, discharge of pollutants by certification, punishment for violation of licenses, and regulation of the environmental behavior of polluters; focus on the advanced treatment of printing and dyeing wastewater; strengthen the upgrading and transformation of wastewater treatment facilities; focus on perfecting the automatic monitoring system for printing and dyeing enterprises, and eliminate falsification, etc. Illegal actions; to strengthen the day-to-day supervision of printing and dyeing enterprises, and establish a sound environment for environmental management of printing and dyeing companies. The Chongchuan District Environmental Protection Bureau will also organize several surprise inspections. If the remediation is not in place, it shall be implemented according to law within a time limit or rectification within a time limit, and the time limit shall not exceed 3 months; enterprises that fail to do so within a fixed period of time and perfunctory shall be suspended from production and treatment according to law.
