The pollution control of rural livestock and poultry is a good thing for everyone. But from pollution control to banning pigs, this upgraded version of the rectification action is no longer just an environmental proposition.
Only four days have passed since the "pig ban" on May 30, 2015. On May 26, the truck of the pig intermediary came to the farm of Chen Tongbing, a villager in Gaoqiao Town, for the last time.
Chen Tongbing reluctantly caught the pigs that shouldn't be sold, the fat pigs that were not weighed enough, and nearly 20 pigs into the car. "It's sold for five dollars, and it's not even the guaranteed price of six and five dollars. Isn't this killing the people?"
If he does not sell out quickly, his farm may face the risk of being demolished and fined. In Yishui County, Shandong Province, in the four villages and towns interviewed by Southern Weekly, many pig farmers received a "pig ban order" two weeks ago: all pig farmers in the village must stop raising pigs by the end of May. If you don’t stop feeding and cause all losses at that time, you will be responsible for the consequences.”
This is a large county of livestock and poultry breeding, located in the hinterland of Yimeng Mountain. In 2012, Yishui aims to create a national level of live pigs and transfer them out of the county. By the end of the "Twelfth Five-Year Plan," Yishui plans to produce more than 1.3 million live pigs per year.
However, contrary to this blueprint for pig raising, on March 5, 2015, Yishui released the implementation plan for pollution control of livestock and poultry breeding (hereinafter referred to as the “plan”), requiring that by August 15th, the county basically cancels traditional households. Raise pigs, and take measures such as suspension, conversion, and dismantling of farms that do not meet the breeding regulations.
In fact, the policies have been increased, and villagers like Chen Tongbing have seen that the deadline has become the end of May, "just not allowing pigs to be raised."

If you do not sell pigs, you will be at your own risk. After receiving the notice, Zhang Zhifu, a villager in Changjiazhuang Village, Yangzhuang Town, sold all eight live pigs in his family. There were only one sow waiting to be produced in the four pig pens, and he was reluctant to sell it. Seeing that May 30 was approaching, Zhang Zhifu had no clue: "I don't know what to do then." What made him even more helpless was that the pigs were gone and the natural fertilizers for the crops were gone, "I don't know what to do."
According to the “plan”, before March 20, all towns, towns and sub-districts must establish an organization and leadership agency, formulate an implementation plan, clarify the “three districts” division of the area, and report to the county livestock and poultry breeding pollution control work leading group office. The "three zones" are forbidden zones, controlled zones, and suitable zones.
There are nearly 60 pig farmers in Changjiazhuang. The village committee’s records show that 14 households stopped raising pigs on May 20, including Gao Tongzheng, the village party secretary. "Nowhere in the village can be raised." Gao Tongzheng told Southern Weekend that he also sold the pigs at home.
What are the conditions that qualify as a fitness zone? Chen Tongbing’s farm is a kilometer away from the village and not close to the water source. He believes that his farm is in a cultivating area, so he argued with the village officials. But the village cadre's reply was: "It is not allowed to raise 1200 meters."
The county party’s propaganda officer Liu Kejun understood: “It’s not that it’s not allowed to raise it, but it must be raised in a fitness area. Not every village has a fitness area and further community planning is needed. Now is the stage of propaganda and mobilization, just to find out. Find out how many farmers and breeding needs there are in each village, and prepare for the next step of planning."
But farmers can't wait for the new plan. The standard governance phase of the plan lasted from April 1 to August 15, but when it came to the village, the governance time was greatly reduced. From receiving the suspension notice to the deadline, the farmers only have half a month to process the pigs. Selling is their only choice.
For breeders, old sows are the most precious. One old sow means 10 piglets a year and an annual income of nearly 5,000 yuan. Chen Tongbing could only sell 20 old sows. Wang Xishan, a villager in Daotuo Town, also has five sows who have just given birth to piglets. "Too small to sell."
Liu Kejun believes that this kind of situation is impossible, "According to the past handling habits, farmers will be asked to stop re-breeding, but the existing livestock and poultry will be postponed to the mature period so that they can be sold."
But farmers have not heard of such regulations. A village committee’s affairs record book clearly remembered: “When the visit team came in the afternoon of May 19, I used the radio speakers to promote it and asked them to think differently (fantasy) and deal with their pigs. If you don’t listen, the pigsty will be demolished (demolition) and fined...The current behavior (situation) is like this. The whole county is unified. If you don’t listen, you will pay the consequences."
"We are scared." Despite the serious losses in selling pigs, farmers still want to keep their pig pens. The average cost of a ten-pen cement pig pen is about 5,000 yuan.
A farmer sold eight pigs, and the remaining one was waiting to be produced, so he was reluctant to sell it.
Initiated an interview with the mayor?
The Changjiazhuang Huanhuo pig farm, 200 meters away from the village, also received a notice to stop breeding. The supervision responsibility card for the maintenance of the pig farm is still hanging at the door, but all the pigs in the pig farm have been sold, and only the local dog guarding the empty pigsty is left. At the end of the pigpen is a biogas digester. With the biogas digester, the farmer Gao Mingliang no longer uses firewood for cooking, and the fermented biogas fertilizer becomes the best fertilizer for the five acres of land.
Gao Mingliang originally thought that with the construction of a biogas digester, the pig farm was "environmentally friendly" and could raise pigs. In January 2015, the pig farm also signed a letter of commitment on animal health quality and safety for large-scale farms (households). Unexpectedly, after 4 months, I received a notice of suspension of maintenance.
As a large breeding county, this is not the first time that Yishui has dealt with pollution from livestock and poultry breeding.
Since 2013, Yishui County has promulgated the county’s first livestock and poultry breeding pollution prevention and control regulations, "Yishui County Poultry Breeding Pollution Prevention and Control Measures", in addition to the relocation and closure of livestock and poultry breeding farms (households) in prohibited areas, more Strictly control the livestock and poultry farms in restricted areas, promote the "three separation" technology of rain, sewage, manure and urine purification, and ecological and environmentally friendly breeding technology.
The biogas digesters of Gao Mingliang and Zhang Zhifu were built in this year. "At that time, it was said that (pigs) would not be allowed to be raised if there was no biogas digester." Zhang Zhifu recalled, "but now, no matter whether it is done well or not, whether there is a biogas digester or not, it is not allowed to be raised."
In large breeding counties like Yishui County, livestock and poultry pollution has always been a heart disease and a problem. Improper disposal of livestock and poultry manure, carcasses, wastewater and other wastes will deteriorate the production environment and is considered to be one of the main sources of non-point source pollution in rural areas. The state has also attached importance to the governance in this area, and has issued the "Regulations on the Prevention and Control of Pollution from Large-scale Livestock and Poultry Farming" and other programs.
In March 2014, "Yishui County Livestock and Poultry Large-scale Standardized Breeding Layout Plan" was released. Among them, townships, industrial parks, and rural communities are prohibited from breeding areas within 1,000 meters, villages, residential areas, public places, and 1,000 meters. The area within meters is the controlled breeding area.
According to a report from Shandong media in January 2015, Yishui County's one-year special rectification campaign for livestock and poultry farming pollution has come to an end. All 7172 farmers in the county have completed rectification, either dismantling, converting to production, or improving environmental protection.
In the view of the villagers, the introduction of the new plan is related to the interview with the Ministry of Environmental Protection of Zhang Shuping, the mayor of Linyi City (Yishui County under its jurisdiction) on the seventh day of the Lunar New Year in 2015.
"After the mayor was interviewed, the pigs were not allowed to be raised." Almost all the farmers interviewed said the same. On March 1, CCTV's "News Broadcast" and "Focus Interview" reported on the interview. Zhang Shuping promised in the program: "No more interviews will be accepted." The new plan was released on March 5th. .
Liu Kejun denied this statement, "The mayor was interviewed because of industrial pollution in Linyi, which has nothing to do with livestock and poultry breeding." He said that the new implementation plan for pollution control of livestock and poultry breeding was introduced because the county "cadres contacted the masses". During the work, many people reported that rural livestock and poultry farming has affected environmental sanitation.
Liu Kejun is responsible for contacting 36 families. He once encountered a dispute between villagers complaining about neighbors raising chickens, and the last two fighting.
Director Zhao of the Yishui County Animal Husbandry Bureau said that the plan is also to cater to the new requirements of the new environmental protection law.
Linyi Xincheng Jinluo Animal Husbandry Co., Ltd. has pig farms in several villages in Yishui County. Farmer Wang of the Yishui Jiangzhuang Pig Raising Branch told Southern Weekend that the branch has not received a notice to stop raising pigs. "Let's be more standardized. We have our own set of treatment facilities for excrement treatment." Field Director Wang revealed that on May 27, the People's Congress of Yishui County will visit the site.
A farmer in Yishui County is selling pigs. The pork is guaranteed at a minimum price of 6.5 yuan, but now they can only sell it at a low price of 5 yuan, even the sows that have given birth.
Pigs are banned, what do people do?
"Rural farming can't make much money, so I can count on these pigs." Zhang Zhifu was helpless. Pig raising can bring him nearly 50,000 yuan in income every year, which accounts for most of the family's total income.
Wang Xishan's farm is not equipped with a biogas digester, and he has not received any rectification requests before. "I can improve it, but now I don't even have the opportunity to improve it."
In Liu Kejun's view, large-scale aquaculture cannot be solved by one or two biogas digesters. "For the breeding of hundreds of pigs, biogas digesters are not enough. We now advocate fermentation bed raising pigs. There is no need to wash the pigsty and no sewage is discharged."
The farm located in Houtanshan Village is a farm planned by Yishui County. Farmer Wang China told Southern Weekend that the farm needs to be upgraded to fermented bed pig raising equipment in order to continue raising pigs. The Shuangwang Livestock Farm in Yishui County, another standardized pig breeding farm in the county, also received a notice to complete the environmental assessment and other procedures.
However, in Chen Tongbing's experience, the manure collected from 80 pigs is not enough to irrigate 10 mu of apple fields, and he needs to buy another 5,000 yuan in chemical fertilizer.
These pig farmers generally have four or five acres of land, and pig manure is an important source of fertilizer. They are puzzled: If you don’t allow pigs to be raised, there will be no farmyard manure. They can only use chemical fertilizers. Isn’t it even less environmentally friendly?
They are even more anxious about how they will live after the pigs are sold.
Gao Mingliang, in his 60s, can no longer go out to work. And Chen Tongbing, who is in his early thirties, has a young child and doesn't want to go out to work. They all plan to raise some chickens and sheep in the empty pigpen, "otherwise what can be done?"
