In 2009, the Binzhou Inspection and Quarantine Bureau conducted inspections on a total of 2,469 batches of exported wood products, valued at $49.478 million—marking an 11% increase in quantity and a 13% rise in value compared to the same period the previous year. The main export categories included dining sets, kitchen furniture, and bedroom wooden furniture, which were primarily shipped to the European Union, the United States, Japan, and 14 other countries and regions. To support the steady growth of the wood products export industry, the Binzhou Inspection and Quarantine Bureau implemented four key strategies.
First, the bureau enhanced its supervision over export enterprises. In alignment with the "Quality and Safety Year" campaign, it carried out a series of initiatives known as "Four Investigations, Four Constructions, and Four Implementations." These efforts aimed to reinforce corporate responsibility for quality and safety. Regular audits and inspections were conducted on local manufacturers, ensuring that all companies involved in exporting wood products were registered and compliant. Based on product classification criteria, these enterprises were divided into four categories, with strict oversight applied throughout the production process.
Second, the inspection of exported wood products was strengthened. A material filing system was introduced, requiring companies to register their raw materials and auxiliary supplies with the inspection authority. All materials, such as paints, adhesives, man-made boards, fabrics, and leather, had to be accompanied by reports from CNAS-accredited laboratories. Testing for heavy metals, formaldehyde, and fire-retardant properties was mandatory, and any non-compliant items were strictly prohibited. Final products underwent rigorous testing to ensure compliance with international standards.
Third, the bureau worked closely with companies to improve their quality management systems. A traceability system was established for exported wood products, enhancing control over both raw material and finished product warehouses. Over time, quarantine requirements were integrated into the production process, and specific personnel within each company were assigned responsibilities to maintain high-quality standards. Measures were also taken to separate drying areas from storage zones to prevent pest infestations and mold contamination.
Lastly, the bureau ensured that export companies adhered to the technical standards of the importing countries. By collecting and analyzing foreign regulations and standards, the bureau provided timely risk warnings to exporters, helping them prepare effectively and avoid potential trade barriers. This proactive approach played a crucial role in maintaining the competitiveness and sustainability of Binzhou’s wood products in the global market.
